 Aung-Zaw Phoo, O.D.
Dr. Aung-Zaw Phoo joined the Encino Optometric Center in January of 2008 as one of our partners. He received his first Bachelor of Science Degree in Biology from Richard Stockton College in New Jersey in 1998 and his second Bachelor of Science Degree in Visual Science from Pennsylvania College of Optometry in 2001. He completed his Degree in Doctor of Optometry from Pennsylvania College of Optometry in 2004. Dr. Phoo then received clinical training at The Eye Institute in Philadelphia with a concentration in pediatric and binocular vision including vision therapy.
Even with the finest education, we believe that the best doctors are the ones that truly care about their patients. In addition to the dedication of our doctors to their clinical practices, they are deeply committed to providing the best possible care for each and every one of our patients as though they are our own family.
Dr. Phoo was born and raised in Burma (now Myanmar). As someone who is from a developing nation, humanitarian services are something that he holds dear to his heart. He has volunteered with VOSH - International on a mission to Mexico in 2003, and with the Give the Gift of Sight Foundation on a mission to Honduras in 2006. He also volunteered in Guatemala in 2007. All of our doctors volunteer their time and services locally on a regular basis.
Robert L. Gordon, O.D.
Dr. Robert Gordon is a founding partner in the Encino Optometric Center. He graduated cum laude from the Southern California College of Optometry. After completing his training, Dr. Gordon served as a staff optometrist at The Pentagon, Washington, D.C. Dr. Gordon's areas of special practice interests include vision rehabilitation for the partially sighted and specialty contact lens fitting for eyes with diseased and/or scarring.
Dr. Gordon has been the recipient of numerous awards and honors. He is a Fellow of the American Academy of Optometry, he has been inducted as a Distinguished Practitioner into the National Academies of Practice, received the Optometrist of the Year Award from the California Optometric Association and has had Resolutions passed by both the California Senate and Assembly recognizing his professional accomplishments. Along with Dr. Silvers, he has had a scholarship endowed in his name by the members of the California Optometric Association at the University of California, School of Optometry and the Southern California College of Optometry for a lifetime of excellence and achievement.
Dr. Gordon has been involved in numerous research projects in the design and development of contact lens and low vision rehabilitation devices. His research interests are currently involved in measuring inflammatory mediators on the surface of the eye as a possible cause of a degenerative corneal disease called Keratoconus. He, along with Dr. Hiyama, has received a research grant to complete this important study.
Dr. Gordon has been President of the California Optometric Association and the San Fernando Valley Optometric Society. He is the founder of the California Vision Project, an optometric charity to provide care to the uninsured working poor and their families. Dr. Gordon is on the staff of Cedars-Sinai Medical Center and both the Encino and Tarzana Regional Medical Centers. He is an Associate Professor at the Southern California College of Optometry and lectures both nationally and internationally.
Andrea C. Silvers, O.D.
Dr. Andrea Silvers is a founding partner in the Encino Optometric Center. She graduated magna cum laude from the Southern California College of Optometry. After completing her training, Dr. Silvers became an instructor in Physiological Optics at the Southern California College of Optometry. She was then honored to serve in the U. S. Army as a staff optometrist at Fort Myer, VA. Dr. Silvers has been in practice at the Encino Optometric Center for over 30 years where she specializes in primary eye care and contact lens fitting. She is a leader in her profession having served as Treasurer and President of the San Fernando Valley Optometric Society and Chair of the Teller and Credentials Committee for the California Optometric Association. She is a member of the American and California Optometric Associations and the San Fernando Valley Optometric Association. Along with Dr. Gordon, she has had a scholarship endowed in her name by the members of the California Optometric Association at the University of California, School of Optometry and the Southern California College of Optometry for a lifetime of excellence and achievement. 
| Kathy Noteboom Kathy
Noteboom is the office manager at Encino Optometric Center. She has
been an extremely valuable member of the staff in our practice for over
25 years, after starting her career as an optometric assistant in
Michigan. Kathy is superbly knowledgeable regarding all aspects of our
practice including insurance billing and benefits, practice management,
and frame selection. In addition to her role as office manager, Kathy
functions as our clinical research coordinator and handles all
logistical aspects related to current research studies and clinical
trials. She is also the expert in all non-clinical aspects of our
practice. | 
| Elva Molina Elva
Molina has over 15 years of experience in the optical field. Elva has
been an integral part of the staff at Encino Optometric Center for
nearly a decade. She is the first face you will encounter as you enter
the office. Elva will always greet you with a smile and welcome you to
our practice. She assists in all aspects of patient care, including
reception, ancillary testing, contact lens training, and spectacle
fitting. Outside of work, Elva enjoys spending time with her husband,
two sons and her 7 year old granddaughter. |

| Sheila Olah Sheila
Olah joined the staff at EOC in 2004. She comes to our practice with
nearly 20 years of experience as an optometric assistant. Sheila has
worked as a technician for optometrists specializing in a variety of
areas, ranging from vision therapy to specialty contact lens fitting.
During this time, Sheila gained valuable experience that allowed her to
expand her skills. Since joining the staff at EOC, she has been
actively attending seminars and educational events to continue to
broaden her knowledge related to the optometric field. Sheila is a
proud mother and grandmother of two.

| Monique Cadillo Monique
Cadillo acquired several years of experience in an optometric clinic
serving uninsured patients in the San Fernando Valley. Monique assisted
in all aspects of patient care, including reception, ancillary testing,
spectacle fitting and administrative matters. She worked diligently to
acquire the necessary skills to become a valuable optometric
technician. Monique devotes her free time to her son. |
